Bonjour from a discouraged mom in Canada

Hi everyone,
I'm a mom from Gatineau, Quebec. Our Majority Language (ML) is English and our minority language (ml) is French. I'm a bit perplexed that French has become our ml since my son, almost 3 years old, goes to daycare 3-4 days per week in French and I have spoken to him exclusively in French since he's been born. My husband is English-speaking and he speaks mostly in English to our son. My mother-in-law and father-in-law also live nearby and they speak exclusively in English to our son. MIL and FIL watch our son 1 day per week (or more, since they are the caregivers when we have an "adult" outing, and we live just 2 blocks away, so we see them more often than I'd like...LOL)
Somehow, my husband, who speaks English to our son (and I speak English to my husband), seems to have become the primary caregiver. I don't know how this happened. My son, since a very young age, has avoided me. Even when I was on maternity-leave from work during the first year, my son would SCREAM if I responded to him instead of my husband. When he was just a small baby, he would push me away and demand that my husband serve him rather than me - this before he even spoke English or French. He still does this to this day. My son won't speak to me if we're both (husband and I) there at the same time.
You see, I feel as though I'm at the losing end of the bilingual battle because despite my son going to French daycare and me speaking to him in French since he's been born, he will only respond to me in English. He only says a few odd words in French. We've switched all of his television shows in French (when they are offered in French). I'm now going to start pretending I don't understand what he means unless he speaks French. For months now, I've been working on telling him all about Santa Claus and his reindeer in French...but somehow, when he speaks to me about Santa he tells me everything about his reindeer in English and won't say anything in French. I'm pretty discouraged and feeling a bit alone. I'm getting to the point where I'm about to suggest to my husband that our son doesn't go to see his FIL and MIL 1-day per week to increase his exposure to French. I know that my husband will not going to react well to this. I plan on sending my son to French school since our environment is primarily English... Just looking for a bit of support!!
