Speech delay, bilingualism and third language

Hi all,
This is my first post, so here I come.
We are parents of Maria, our beautiful daughter that is raised in bilingualism. I am Spanish, my wife French, and we are living in Spain, following one parent language one language strategy. The issue is that our daughter is 26 months old, but she is still not capable to talk almost anything. She understands both Spanish and French to a very good level in terms of being able to "communicate" with her, like ordering to sit down, let's go outside, put this toy on ground and so on. In terms of vocabulary, she understands dozens of words in both languages. As an example, we can read the same "my first 100 words" book, asking her to point out each word we ask in both languages, and she does it perfectly.
The issue is about a small anxious about her speech development. She barely talks two or three words, and not clear at all. I have read some threads in here about the same issue before posting:

We are trying to be patient as far as we are reading others families experiences, but we are starting to feel anxious about what to do about her school. Right now she is in a kids school from 0 to 3, and there are lots of international kids. We were asked in which language we want teachers to talk to our daughter, and we selected Spanish. During this year we have to choose which school she will go next years, and we would like to select an English one. But since she is still struggling with her speaking delays, we are not sure what to do about it. Our main question is what to do...
Enroll her in an English school, and trust she will adapt to a third language? Or enroll her in a Spanish school while she still experiences this speech delay, and once she catches up, enroll her in an English school?
